There are three free parking lots around the Niigata Prefectural Library.
Some restrictions apply to patrons using the parking lot, so we ask for you cooperation in following the usage rules and creating a pleasant atmosphere together with the library staff.
Designated Parking Lot (in front of the main entrance)
This parking lot was established in accordance with the Act on Promotion of Smooth Transportation, etc. of Elderly Persons, Disabled Persons, etc. and other related laws. Use is limited to those who meet one of the following qualifications:
- Those who are over 70 years old and have an elderly driver sticker displayed on their vehicle
- Those who have a wheelchair marker or a road traffic law designated physical disability mark
- Those who have a Public Safety Commission sticker for exemption for parking in otherwise restricted areas
- Those who drove but have limited ability to walk due to illness or injury
- Those who have driven someone who meets the one of the qualifications above
- Pregnant women who drove but have difficulty walking
- Those who drove and have toddlers and infants less than 3 years old with them (Except for in the case that there is another adult accompanying the parent and in the case that the parent can walk from the general parking lot with a stroller)
- Those who are parked less than 5 minutes to either pick up a patron using the library or to use the book return drop box
- Those who have Omoiyari user license mark.
- Two parking spots are designated for those who use a wheelchair or have similar difficulty in walking. Please refrain from parking in these spots if you do not meet that qualification.
- During events and snow removal, large vehicles may have additional parking space restrictions.
General Parking Lot
There are 27 parking spaces on one side of the entry road to the library building.
This parking lot can be used by those going to the Niigata Prefectural Library, the Niigata Prefectural Archives, and the Niigata Prefectural Lifelong Promotion Center.
- Parking in the opposite side of the designated area is strictly prohibited because it will prevent drivers from being able to go by each other.
Park Parking Lot
At the entrance to Toyanogata Park (Meike area), there is a 200 car capacity parking lot.
In addition to library patrons, this parking lot can be used by visitors to the adjacent Niigata Science Museum and the park as well.
- It is a 3 minute walk from the Park Parking Lot to the library entrance.
- In order to prevent crime in the park, the parking lot hours are limited (after hours the gate will be closed and cars cannot leave.)
In general, the gate is closed at 8 p.m. However, on Saturdays, Sundays, and Mondays from October 1st to April 30th, it will be closed at 6 p.m. - During the spring cherry blossom viewing season, summer vacation, and when games are being played at the Toyano Baseball Stadium, the parking lot and surrounding roads become crowded. Please leave ample time when coming to the library.
